Small and medium-sized enterprises refer to enterprises legally established within the territory of the People's Republic of China with relatively small personnel and business scale, including medium-sized enterprises, small enterprises, and micro enterprises.
The classification standards for medium-sized enterprises, small enterprises, and micro enterprises shall be formulated by the department of the State Council responsible for the comprehensive management of the promotion of small and medium-sized enterprises, in conjunction with relevant departments of the State Council, based on indicators such as enterprise employees, operating income, total assets, and in combination with industry characteristics, and submitted to the State Council for approval. This type of enterprise can usually be composed of funds provided by a single person or a small number of people, and its employment and turnover are not large. Therefore, in terms of operation, it is mostly managed directly by the owner and is less subject to external interference. [2]
Small and medium-sized enterprises are important carriers for implementing mass entrepreneurship and innovation, playing an irreplaceable role in increasing employment, promoting economic growth, technological innovation, and social harmony and stability. They have important strategic significance for national economic and social development.
